Lin-Chi Wang

Advisor & Investigator

Lin-Chi serves as a professional Title IX Advisor and Investigator. She utilizes her experiences to help individuals, schools, and workplaces bridge civil rights’ compliance with humane approaches to achieve outcomes that are not just fair and equitable, but that also promote harm reduction and healing, with trauma-informed and culturally appropriate training and thinking. Lin-Chi brings a depth of experience to anti-discrimination and sexual harassment work. Prior to founding Wang Law, LLC and serving as an independent advisor and investigator, Lin-Chi served as the Director of Equity& Title IX Coordinator and Associate Dean of Students at Muhlenberg College in Allentown, PA. In that role, she oversaw response and investigation of all institutional reports and complaints of identity-based discrimination and harassment, sexual misconduct, intimate partner violence, stalking, and retaliatory harassment as prohibited by college policies. She also served as the primary institutional investigator for such complaints. Prior to Muhlenberg College, Lin-Chi served as an institutional civil rights investigator for Michigan State University, conducting sensitive and high-profile internal investigations. Before her career in higher education, Lin-Chi practiced as an attorney at a labor and employment law firm in Michigan. In her various positions, Lin-Chi has developed a deep understanding of how to approach anti-discrimination and sexual harassment work effectively within the current regulatory and compliance structure. She believes in doing the work in a trauma-informed and culturally appropriate manner, with humanity, empathy, compassion, and harm reduction at the forefront, while also keeping bias and fairness in check.

Nancy Potter

Investigator & Decison-Maker

Nancy Potter, founder of Potter Law, has spent more than a decade providing practical education law solutions to students and institutions across the country, empowering them with the tools they need. Nancy’s practice encompasses all major areas of education advocacy in and out of the courtroom, with a focus on giving voice to the most vulnerable students. Through her trauma-informed approach, Nancy provides legal representation to students and families from early intervention through post-secondary education, and serves as an appointed advisor, independent hearing officer, and external investigator for K-12 and post-secondary school. Considering the ever-changing nature of civil rights laws, Nancy prides herself in evolving with the law, and imparting up-to-date information to stakeholders. She provides training, advocacy materials, and technical assistance on education law to K-12 and post-secondary schools, parent and student groups, lawyers, activists, government officials, and service providers. She is also a frequent guest lecturer at area universities and law schools. Before founding Potter Law, Nancy founded and led the Pittsburgh office of McAndrews Law Offices in Pennsylvania, handling complex education civil rights disputes in federal and state courts. Nancy was previously a supervising attorney at the U.S. Department of Education’s Office for Civil Rights where she led a team working to promote educational excellence through vigorous enforcement of civil rights in our nation’s schools. Nancy also worked as a staff attorney at the Education Law Center where she performed critical work on policy reform for student rights at the federal, state and local level. Additionally, she was a staff attorney at KidsVoice, a nonprofit legal agency that represents and advocates for abused, neglected, and at-risk youth. Nancy’s experience as a secondary student in rural Oklahoma inspired her desire to earn her B.S. at Oklahoma State University, her J.D. at University of Pittsburgh School of Law, and a judicial clerkship with the Honorable Oliver J. Lobaugh, as a means to achieve her dream—to ensure educational access, safety, and stability is afforded to all students, and that institutions have the tools they need to make this a reality.

Patrick Mathis, J.D.

Founder of Title IX Solutions, LLC

With over 30 years of legal experience, Patrick Mathis is a Founding Member of TIXS as well as a shareholder of Mathis, Marifian & Richter, Ltd. (MM&R), a law firm based in Southern Illinois and St. Louis, Missouri. As a certified Title IX investigator, Patrick has advised clients on a wide variety of legal issues, he has a developed awareness of the broad implications of incidents which may affect victims, alleged assailants, and educational institutions. With that understanding, he can work with colleges, Title IX Coordinators, school counsel, and TIXS investigators to develop a comprehensive understanding and approach to addressing the issues which arise in incidents of alleged sexual assaults to ensure prompt and equitable resolutions. Patrick also coordinates the training of our investigators regarding the legal aspects of Title IX, DOE guidelines, state law issues, and related areas. He is a training instructor for TIXS, specializing in the Title IX Regulations, compliance, and issues related to sexual assault affecting students studying abroad. On June 10, 2021, Mr. Mathis submitted oral public comments to the United States Department of Education at the Office of Civil Rights Public Hearing Regarding Current Title IX Regulations.
